The Selective Enforcement Unit (SEU) is a proactive unit designed to address specific areas of concern through the utilization of both conventional and unconventional law enforcement tactics. When acting in this capacity, the SEU Officers are free from the reactive demands of patrol services and aggressively seek long-term solutions.
The SEU is comprised of six Patrol Officers and one Supervisor who work closely within the community to identify, analyze, and mitigate community problems by developing adapted responses to them. The primary strategy of the unit is based on the principles of Community Oriented Policing. In essence, problems are identified by the officers and members of the community. Examples of community problems include blight, recurring crime, and problem locations. Most community policing is based on the SARA method.
The SARA model can be summarized by the following:
- Scanning: Problem is identified.
- Analysis: Root causes of problem are proposed.
- Response: An adapted response to solve the problem is attempted.
- Assessment: The response is evaluated for effectiveness.
In our city, the El Monte Police Department, the City Council, and the community at large work together to identify and address quality of life issues, i.e. drugs, gang problems, and graffiti. Once a community issue is identified and discussed, a response is developed to tackle the problem in a unique and proactive manner. The response is implemented by deploying the Selective Enforcement Unit which works to alleviate community problems utilizing a variety of tested methods, up to and including the arrest of individuals involved in criminal activity and the filing of criminal cases with the Los Angeles County District Attorney’s Office.
SEU Officers are well-versed in contacting business owners, schools, civic groups, churches, and residents including RD Neighborhood Block Captains and volunteers, and soliciting their support in their day-to-day objectives.
