CHIEF OF POLICE

 

Tom Armstrong was raised in El Monte where he graduated from Arroyo High School in 1972.  He began his career with the El Monte Police Department in 1973 as a Police Cadet. In 1975, Tom became a Dispatcher and in 1976 he was sworn as a Police Officer. Tom has worked numerous assignments and has promoted through the ranks achieving his most current rank of Chief of Police. Chief Armstrong’s educational accomplishments are: Associate of Arts Degree/Liberal Arts from Citrus Community College; Bachelor of Arts Degree from California State University, Los Angeles; Master of Public Administration Degree from California State University, Northridge; Federal Bureau of Investigation National Academy in Quantico, Virginia; and West Point Leadership Program, Los Angeles.  Chief Armstrong is married, has two children and one granddaughter.

ASSISTANT CHIEF OF POLICE

 

Steve Schuster was born in Monterey Park, California and raised in El Monte, where he graduated from El Monte High School in 1974.  Steve received a Bachelor’s Degree from California State University, Long Beach.  He is a graduate of the Sherman Block Supervisory Leadership Institute and the Federal Bureau of Investigation National Academy, Quantico, Virginia.  Steve began his public service career as a Police Cadet with the City of El Monte in 1974.  He was hired as a full-time police officer with the City in 1977. He has served in a variety of assignments including Patrol, Investigations, Narcotics, Internal Affairs, Training Bureau and Administrative Services. He is a member of the Kiwanis Club of El Monte and enjoys motorcycle riding and mountain biking.

  CAPTAIN OF PATROL SERVICES
 

George Hopkins was born in Sasebo, Japan, and raised in the Los Angeles area where he attended and graduated from Simi Valley High School.  George graduated from the Rio Hondo Police Academy in October of 1980 and was hired by the El Monte Police Department on November 17, 1980.  George has worked a variety of assignments, including Patrol, Special Emergency Response Team, Traffic Bureau, Special Investigations Team, Organized Crime Enforcement Task Force, Training Department, Detective Bureau, Code Enforcement Unit, and Internal Affairs. He is also the Air Support Unit Manager due to his expertise in the field of aviation.  In January of 2009, George was promoted to Captain of Patrol Services.  In this assignment, he manages Patrol, K-9 Unit, Special Emergency Response Team, Traffic Unit and Air Support.  George is happily married, with one son, three step children, and three grand children.

  CAPTAIN OF INVESTIGATIVE SERVICES
 

Marcie Vail was born in Montebello, California, and raised in West Covina, where she graduated from Edgewood High School in 1969.    She received a Bachelor’s Degree from California State University at Los Angeles and later earned a Master’s Degree in Public Administration from the University of La Verne.  Captain Vail began her public service career as a Police Records Clerk with the City of Baldwin Park and as a Police Dispatcher and Reserve Police Officer with the City of Azusa.  Captain Vail was hired as a full-time Police Officer with the City of El Monte in 1981 and has served in a variety of assignments including Patrol, Investigations, Narcotics, Problem Oriented Policing, Community Relations, Training Bureau and Administrative Services.  Captain Vail received the Distinguished Service Award in 2002 for her work in the development of the El Monte Mounted Police and Mounted Police Volunteers Unit.  She is a graduate of the Federal Bureau of Investigation National Academy, Quantico, Virginia.  Captain Vail is married to a retired police sergeant from a neighboring city and her off-duty activities involve horses and her pets.

  CAPTAIN OF ADMINISTRATIVE SERVICES
 

Dan Buehler was raised in El Monte, California, where he attended and graduated from Arroyo High School in 1983. Following high school, Dan started employment with the City of El Monte as a Parks and Recreation Leader. In 1985, he joined the El Monte Police Department as a Police Cadet and in 1987 became a sworn Police Officer for the City of El Monte.  Dan has worked a variety of assignments and is currently the Administrative Captain. He has been a member of the Kiwanis Club of El Monte for 14 years.  Captain Buehler is married and has three children. When not at work he enjoys watching sports and spending time with his family.
