Robert Elkin was born in Iowa and moved to Monrovia when he was eight years old. He graduated from Wilson High School in Hacienda Heights in 1974. He started with the El Monte Police Department in 1975 as a Police Cadet and became an officer in 1978. He attended Mt. San Antonio College and Cal. State Long Beach. After 9/11, Captain Elkin was selected to be the Police Department’s Homeland Security liaison, twice receiving training in Washington, DC. He was also the City’s Emergency Services Coordinator during this time. His assignments have included Patrol, Detective Bureau, Narcotics, Training and Internal Affairs. He enjoys camping, fishing, hiking and astronomy. Robert and his wife Rose have four children.
