CHIEF OF POLICE

 
Ken Weldon, Chief of the El Monte Police Department, has lived and worked in the Greater El Monte area of California his entire life.  His thirty-four year career with the El Monte Police Department began in 1971 as a Reserve Officer.  Twenty-one years of his tenure have been spent supervising the Community Relations Division of the El Monte Police Department.  Community-based policing is at the forefront of Chief Weldon’s mission to protect life and property in the City of El Monte and to assure peace and security throughout the community by reducing crime and improving the quality of life for all citizens.

ASSISTANT CHIEF OF POLICE

 

Tom Armstrong was raised in El Monte where he graduated from Arroyo High School in 1972 He began his career with the El Monte Police Department in 1973 as a police cadet. In 1975 he became a dispatcher and in 1976 he became an officer. He has worked numerous assignments and has promoted through the ranks achieving his most current rank of Assistant Chief of Police. Tom has received his masters degree in public administration from Cal State Los Angeles. He is a graduate of the FBI National Academy in Quantico, Virginia and the West Point Leadership Academy. He is married and has two children and one granddaughter.

  CAPTAIN OF PATROL SERVICES.
 

Steve Schuster was born in Monterey Park, California and raised in El Monte, where he graduated from El Monte High School in 1974. He received a bachelors degree from California State University Long Beach. He is a graduate of the Sherman Block Supervisory Leadership Institute and the FBI National Academy.  Steve began his public service career as a police cadet with the City of El Monte in 1974.  He was hired as a full-time police officer with the City in 1977. He has served in a variety of assignments including Patrol, Investigations, Narcotics, Internal Affairs, Training Bureau and Administrative Services. He is a member of the Kiwanis Club of El Monte and enjoys motorcycle riding and mountain biking.

  CAPTAIN OF INVESTIGATIVE SERVICES
 

Marcie Vail was born in Montebello, California and raised in West Covina, where she graduated from Edgewood High School in 1969.    She received a bachelors degree from California State University at Los Angeles and later earned a master’s degree in public administration from the University of La Verne.  Captain Vail began her public service career as a police records clerk with the City of Baldwin Park and as a police dispatcher and reserve police officer with the City of Azusa.  Captain Vail was hired as a full-time police officer with the City of El Monte in 1981 and has served in a variety of assignments including Patrol, Investigations, Narcotics, Problem Oriented Policing, Community Relations, Training Bureau and Administrative Services.  Captain Vail received the Distinguished Service Award in 2002 for her work in the development of the El Monte Mounted Police and Mounted Police Volunteers.  She is a graduate of the FBI National Academy.  Captain Vail is married to a retired police sergeant from a neighboring city and her off-duty activities involve horses and her pets.

  CAPTAIN OF ADMINISTRATIVE SERVICES
 

Robert Elkin was born in Iowa and moved to Monrovia when he was eight years old.  He graduated from Wilson High School in Hacienda Heights in 1974.  He started with the El Monte Police Department in 1975 as a Police Cadet and became an officer in 1978.  He attended Mt. San Antonio College and Cal. State Long Beach.  After 9/11, Captain Elkin was selected to be the Police Department’s Homeland Security liaison, twice receiving training in Washington, DC.  He was also the City’s Emergency Services Coordinator during this time.  His assignments have included Patrol, Detective Bureau, Narcotics, Training and Internal Affairs.  He enjoys camping, fishing, hiking and astronomy.  Robert and his wife Rose have four children.
